The Union Cabinet gave its approval for the amendments in the Central List of Other Backward Classes (OBCs) quota of Gujarat and Uttarakhand. In Gujarat, Sipai and Patni Jamat or Turk Jamat (all Muslims) have been included in the Central List of OBCs; while in Uttarakhand, Kahar and Tanwar Singhariya have been included.

Defence Minister Manohar Parrikar announced the implementation of the much-delayed one
rank, one pension (OROP) scheme for ex-servicemen. Mr. Parrikar said 2013 would be the base year for calculation of pension and the scheme would be implemented from July 1, 2014, the earliest date after the government assumed office. Equalisation of pension would be done every five years as against the usual practice of once a decade. By definition, OROP implies uniform pension for personnel retiring in the same rank and with the same length of service, regardless of their date of retirement. Mr. Parrikar said the scheme would cost the exchequer Rs. 8,000-10,000 crore. Later Prime Minister Narendra Modi clarified that all service personnel who had taken premature retirement would be entitled to the One Rank One Pension (OROP) scheme.

The Reserve Bank of India (RBI) has granted „in-principle‟ approval for 10 companies to set up small finance banks. The approval will be valid for 18 months to enable the applicants to comply with the requirements. The firms include Au Financiers (India) Ltd., Jaipur, Capital Local Area Bank Ltd., Jalandhar, Disha Microfin Pvt., Ahmedabad and Utkarsh Micro Finance Pvt.
